Advisory Plans Examiner Board

To enable PWC to engage in an expedited plan review process and a plans examiner program; said board will advise the BOCS of the general operation, participation qualifications and continuing educational requirements of the plans examiner program.

Aging, Commission On
Identify and promote better understanding of the problems of the aging in the County, Manassas, and Manassas Park; plan and promote programs meeting needs of elderly; serve in an advisory capacity to BOCS and Prince William Area Agency on Aging.

Agricultural And Forestal Districts Advisory Committee
To advise the local governing body and the local Planning Commission on land use policies in relation to other land use actions that relate to the conservation and protection of agricultural and forestall lands in Prince William County (updated by County Attorney’s Office, March 13, 2014).

Airport Auth., Regional (Stafford-Prince William-Fredericksburg)
To acquire, construct, maintain and operate an airport.

Airport Commission, Manassas Regional
Manage the Manassas Regional Airport by overseeing the operation and maintenance of existing and future facilities to ensure the enforcement of the Minimum Standards and the Rules and Regulations of the Airport as adopted and subsequently amended, and to discharge the responsibilities as delegated by the City Council.

Animal Advisory Committee
To advise the Prince William Board of County Supervisors on improvements to policies, increase community outreach, seek outside grant funding for animal welfare initiatives, provide support as requested to Animal Control/Care Services, and make recommendations to the Board on programs, classes, and special events that will further assist Prince William County in providing the best possible animal welfare services to the community. Architectural Review Board
Administer County ordinance which delineates historical sites and adjacent historical districts. Review and approve certificates of appropriateness to erect, reconstruct, alter, or restore a building or structure, including signs, in Historical Overlay Districts. Reviews National Register nominations. Provides advice on historic preservation issues to the BOCS. Maintains the County’s “Certified Local Government” status provided by the Virginia Dept. of Historic Resources.

Board Audit Committee
To assist the Board of County Supervisors in their effective discharge of their governance and oversight responsibilities of the County’s system of internal controls designed to provide reasonable assurance regarding the achievement of objectives in the following categories:
– Effectiveness, efficiency, and economy of operations
– Safeguarding County assets
– Compliance with applicable laws and regulations

Board of Equalization
Act on appeals of real estate assessment from property owners.

Building Code Appeals Board
Act on applications of appeal to Building Official’s decisions.

Bull Run Alcohol Safety Action Program Policy Board
The Policy Board shall be generally responsible for directing the Bull Run ASAP Program; insuring program service; adhering to the policies of the Commission on VASAP; approving an annual budget, audit, and report; and overseeing the Director on matters of program activities, finances, personnel, and problem areas.

Cherry Hill Community Development Authority
The CDA is organized for the purpose of exercising all powers granted by the Act, including financing, funding, planning, establishing, acquiring, constructing or reconstructing, enlarging, equipping, operating and maintaining all or a portion of the infrastructure improvements generally described in the Petition to create the CDA, as amended by addendum to Petition. The CDA shall have all the powers granted to a “community development authority” under the Act. Creation of an Authority to provide public facilities and improvements within the District through a special assessment; established in accordance with a Memorandum of Understanding in conformance with Prince William County’s Policy Guidelines for Approval of the Creation of a CDA, Res. No. 97-989 (December 2, 1997), as amended by Ord. No. 98-101 (December 15, 1998).

Chesapeake Bay Preservation Area Review Board
To uphold the Chesapeake Bay Preservation Area Regulations, which are designed to protect the Chesapeake Bay and adjoining area known as Resource Protection Areas. Each locality is required to create a board to process the non-administrative exceptions for encroachments into Resource Protection Areas.

City Council Regular Meeting
Civilian Military Community Relations Council
To promote relations among the Quantico Marine Base and surrounding local governments.

Commercial Development Committee
To assist the Economic Development Council with developing recommendations to improve the development process for commercial projects.

Commonwealth Community Action Partnership (CCAP)
The CCAP Mission is to change people’s lives, embody the spirit of hope, improve communities and make America a better place to live. We care about the entire community and we are dedicated to helping people help themselves and each other as they move from poverty to self-sufficiency.” PWC has joined the CAP that will provide access to funds that will flow directly to our community non-profit partners.

Community Criminal Justice Board
The purpose of the CCJB shall be to enable Prince William County and the cities of Manassas and Manassas Park in combination to facilitate the provision of court services, and community-based corrections programs consistent with the Comprehensive Community Corrections Act (CCCA) and Pretrial Services Act (PSA) pursuant to Section 53.1-183 et seq. and 19.2-152.2 et seq. of the Code of VA.

Community Policy & Management Team For Comprehensive Svcs Act- At-Risk Youth & Families
The General Assembly of Virginia has passed the Comprehensive Services Act for At-Risk Youth and Families which requires local governments to change the way they fund and provide services to At-Risk Youth and their families to achieve child-centered, family-focused, community-based services for these children and their families.

Community Services Board
Establishment, review, and evaluation of Policies of Mental Health, Intellectual Disability, Substance Abuse, and Prevention programs, in tri-jurisdictional area of Prince William County and the Cities of Manassas and Manassas Park.

DCSM/Zoning Ordinance Advisory Committee
Review and comment on existing regulations and recommended revisions to the Zoning Ordinance and the Design and Construction Standards Manual. Provide continuity between the Comprehensive Plan, Zoning Ordinance and the Design Construction Standards Manual.

Economic Advisors Group
Provide strategic advice to the Board of County Supervisors, the County Executive, and the Director of Economic Development in order to maximize the County’s competitive position and its business environment. The Econnomic Development Director shall include reports of the Economic Advisors Group in the quarterly Economic Development reports made to the Board.

Fairfax County Water Authority
Provide utilities to residents of Fairfax County.

Fire Prevention Code Appeals Board
Each governing body that enforces the Statewide Fire Prevention Code must establish a Local Board of Fire Prevention Code Appeals to hear appeals of the fire marshal’s decisions concerning the application of the Statewide Fire Prevention Code.

Health Center Commission, Northern Virginia
To develop and establish policies for the operation of a nursing home.

Health Systems Agency Of Northern Virginia
Plan for orderly development of health care facilities in Northern Virginia, principally hospitals and nursing homes.

Heritage Hunt Commercial Community Development Authority
Creation of an Authority to provide public facilities and improvements within the District through a special assessment; established in accordance with a Memorandum of Understanding in conformance with Prince William County’s Policy Guidelines for Approval of the Creation of a CDA, Res. Historical Commission
Advise and assist BOCS in efforts to preserve and protect County historic sites and structures.

Housing Board, Prince William County
To establish a separate administrative Housing Board responsible for overseeing and directing the implementation of housing and community development programs administered by OHCD; expenditure of housing funds, as budgeted and appropriated by the BOCS; and the development of recommendations and goals to address housing needs in Prince William County; effective June 1, 2007, subject to Memorandum of Agreement and Housing Board Bylaws.

Human Rights Commission
To ensure protection and enforcement of human and civil rights for County citizens by the elimination of and provisions of remedies for discriminatory practices.

Hylton Performing Arts Center Executive Board
To advise the Hylton Performing Arts Center on matters affecting Prince William County.

Industrial Development Authority
Promote industry and develop trade by inducing business to locate or remain in State and County.

Innovation Owner’s Association Board Of Directors
The Board of Directors is responsible for managing the business affairs of the Innovation Owner’s Association. Based on the Articles of Incorporation, PWC would continue to have (3) members on the Board of Directors, with private property owners.

Investment Oversight Committee
Monitor the performance and structure of Prince William County’s investment portfolio.

Jail Board, Prince William-Manassas Regional
Establish policy for operation of Regional Adult Detention Center, providing care and confinement for all County and City prisoners.

Joint Audit Committee Of The County Govt And Schools
The Joint Audit Committee of the County Government and Schools is to serve as a liaison between the Board of County Supervisors and the independent external auditor as their duties relate to the annual audit pursuant to the Code of Virginia, Section 15.2-2511 and the U.S. Office of the Management and Budget Circular A-133, Audits of States, Local Governments, and Non-Profit Organizations. The opportunity for the independent external auditor to meet with County management or the Board of County Supervisors is not to be restricted.

Joint County/School Capital Committee
Joint Recreation Center Advisory Board
Provide operational and policy advice to George Mason University. George Mason University operates this facility.

Lake Jackson Sanitary District Advisory Committee
To provide advice and recommendations to the Board of County Supervisors on the operation of the Lake Jackson Sanitary District and any service district that may be created for the maintenance of roads in Lake Jackson.

Library Board
Management and control of library system.

LoSAP Volunteer Advisory Board
In July 1997, the Prince William Board of County Supervisors endorsed a Length of Service Award Program (LoSAP) for the benefit of certified volunteer fire department and volunteer emergency medical services personnel who are members of the participating volunteer companies.

Metropolitan Washington Council Of Governments – COG
To provide policy guidance to Metropolitan Washington Council of Governments and its member local governments.

National Association Of Counties (NACO)
Provide policy recommendations to NACo.

Northern Virginia Community College Board
The community college board shall act in an advisory capacity to the State Board and shall perform such duties as may be delegated to it by the State Board for Community Colleges. In general, the board is responsible for assuring that the community college is responsive to the needs existing within its service region within the statewide policies, procedures, and regulations of the State Board.

Northern Virginia Regional Commission (NVRC)
To promote regional solutions to regional problems. By agreement with the COG, NVRC does not perform regional transportation planning, nor does NVRC perform local land use planning.

Northern Virginia Transportation Authority Advisory Committee
This regional advisory committee shall include an elected representative from Prince William County and the Cities of Manassas and Manassas Park; the purpose is to gather information, receive public comment and make recommendations with respect to issues pending before the NVTA.

NVRC-Occoquan Nonpoint Source Management Program Technical Advisory Committee
Coordinate and Develop Nonpoint Source Pollution Program in the Occoquan Watershed.

Parks & Recreation Commission
The Commission shall advise the Board of County Supervisors and Prince William County Department of Parks, Recreation, and Tourism on matters relating to the provision of parks and recreation services to the residents of Prince William County. In doing so, the Commission may be asked to consult with and advise the County Executive and the Department of Parks, Recreation, and Tourism Director. In providing advice and consultation, the Commission shall work closely with the citizens of the community to understand and interpret their needs and desires relating to parks and recreation services.

Parkway District Advisory Board
To advise the Parkway District Commission on matters affecting the District.

People Incorporated – Board Of Directors
Community Action Agencies were created through the Federal Economic Opportunity Act of 1964. They were formed to address poverty in communities and to help low income families achieve economic stability or to reduce the impact of poverty on these families. These agencies come together in partnership known as Community Action Partnerships (CAP). The Prince William Board of County Supervisors designated People Incorporated of Virginia as the Greater Prince William Community Action Agency in order to use Community Services block grant funding to leverage grants and loans for projects and programs meant to enhance the self-sufficiency of low-income people. The People Incorporated Board of Directors makes policy decisions and is an important connection between the counties and cities that it serves.

Persons With Disabilities, PWC Committee For
To act in an advisory capacity to provide a central focus and coordination in reviewing all disability related issues brought before the County Government.

Planning Commission
Accomplish objectives of Code of Virginia with respect to county planning, and serve in an advisory capacity to BOCS.

Potomac and Rappahannock Transportation Commission
To develop and implement the transportation plan on a regional basis.

Potomac Hospital Board Of Trustees
Governing body of Potomac Hospital.

Prince William County Arts Council
The Council shall promote and support local artists and arts organizations and enlighten and educate audiences about the arts in Prince William County, the City of Manassas, and the City of Manassas Park, hereinafter referred to as the Greater Prince William Area.

Prince William County Trails And Blueways Council
The Council’s purpose is to serve as an advisory group to the BOCS, and shall support development and growth of trails and blueways within Prince William County. Other services may include, but not limited to, the following: publicity, promotion, and community outreach..

Prince William Parkway Transportation Improvement District Commission
To exercise the powers and duties enumerated in Section 33.1-409, et seq. Va. Code Ann. related to the Prince William Parkway Transportation Improvement District.

Quantico Regional Executive Steering Committee
To expand regional collaboration beyond BRAC, the Quantico Growth Management Committee transitioned to a more permanent organizational structure – the Quantico Regional Executive Steering Committee.

Route 234 Bypass Transportation Improvement District Advisory Board
To advise the Route 234 Bypass Transportation District Commission on matters affecting the District.

Route 234 Bypass Transportation Improvement District Commission
To set the appropriate tax rate to fund improvements within the District and act on transportation matters within the District.

SARA/LEPC-Superfund Amendments And Reauthorization Act Of 1986/Local Emergency Planning Committee
To have local government and industry to develop an emergency plan to respond to hazardous material incidents and provide information in accordance with the public’s right to know.

Service Authority
Provide water and sewer utilities to County residents.

Social Services Advisory Board
To interest itself in all matters pertaining to the public assistance and social services need by people of PWC. Monitor the formulation and implementation of public and social services programs. Meet with local gov’t official or his/her designee who constitutes the local Board at least 4 times a year for purpose of making policy recommendations on policy matters concerning the dept. Promote a positive image of the department through advocacy and education for the community. Act as a conduit from citizens to the members of the BOCS on needs for social services within the community. Provide input to BOCS on adoption of four-year County Strategic Plan. Provide input to the Director of Social Services on annual budget recommendations to CXO as part of the budget process. Present annual report concerning the administration of the public assistance and social services programs. Recommend two members to serve on the County Executive’s hiring panel for selection of Social Services Director. Submit to BOCS other reports the Advisory Board deems appropriate.

Solid Waste Citizens Advisory Group
To provide input into the analysis to determine and evaluate solid waste management policies and procedures. Give citizen input for monitoring and improving the effectiveness of the County’s landfill operations.

Supplemental Retirement Program for Police Officers and Salaried Fire and Rescue Department Personnel – Board Of Trustees
Taxicab Review Board
To consider and act upon applications for Certificates of Public Convenience and Necessity and appeals from actions to the Taxicab Inspector’s Office; and to review and update Chapter 27 of the Taxicab Ordinance.

Tourism Industry Advisory Board
The Advisory Board is comprised of eleven members who represent the interests of local tourism industry organizations and stakeholders within Prince William County and shall advise the BOCS, the County Executive and the Director of the Prince William County Department of Parks, Recreation, and Tourism on matters related to promoting Prince William County as a tourism destination in accordance with Virginia Code Section 58.1-3819. The Advisory Board shall assist staff in the Prince William County Office of Tourism in identifying and securing new tourism opportunities.

Towing Ordinance Advisory Board
The Board of County Supervisors is required to appoint an advisory board to advise the governing body with regard to the appropriate provisions of towing regulations.

Upper Occoquan Service Authority (UOSA)
Acquire, finance, construct, operate, and maintain facilities for abatement of pollution resulting from sewage in Occoquan watershed above its confluence with Bull Run.

VA OPEB Master Trust – Finance Board
Virginia Other Post-Employment Benefits (OPEB) Master Trust for the purpose of accumulating and investing assets to fund various medical benefits plans as set forth in the Trust Agreement; in compliance with Governmental Accounting Standards Board (GASB) 45. According to Section 15.2-1547, VA Code, the governing body shall create a Finance Board to serve as trustee of the trust

Virginia Association Of Counties (VACO)
To provide policy recommendations to VACo.

Virginia Career Works Northern Region
The Workforce Investment Act was signed into federal law in August 1998. The Act required nationwide implementation by July 1, 2000. The Commonwealth then enacted legislation creating the Virginia Workforce Council and a process for appointing members to local Workforce Development Boards (WDBs). The members appointed to represent Prince William County on the Northern Virginia Workforce Investment Area (NVWIA) will be responsible for establishing a workforce development system that cuts across state and local agency lines to deliver customer driven service through universal access. The new Workforce Development System promotes sustained growth by meeting the demand of businesses for a skilled workforce and delivers quality services to every Northern Virginia resident.

Virginia Gateway Community Development Authority
Creation of an Authority to provide public facilities and improvements within the District through a special assessment; established in accordance with a Memorandum of Understanding in conformance with Prince William County’s Policy Guidelines for Approval of the Creation of a CDA.

Virginia Railway Express – Policy Advisory Committee
The Virginia Railway Express (VRE) is initiating a two-year planning study for a potential 11-mile extension from the City of Manassas to the Haymarket Area in Prince William County along the Norfolk-Southern B Line Rail Corridor. Prince William County is an important stakeholder in the planning and implementation.

Virginia Railway Express (VRE) Operations Board
Serving as the advisory body to the Potomac and Rappahannock Transportation Commission (PRTC) and the Northern Virginia Transportation Commission, the Operations Board is responsible for making recommendations to the commissions with respect to VRE’s management, financing, and acquisition of property.

Weapons Control Committee
Study requests of the Board of County Supervisors and citizens relevant to the Weapons Control Ordinance.

Wetlands Board
Review and approve all (nonexempt) construction activities proposed for intertidal area. Appeal of Board decisions made to Virginia Marine Resources Commission.

Zoning Appeals Board
Review and decide appeals of zoning determinations and variances to zoning provisions.
