Prince William County is pleased to announce the appointment of Mandi Spina as the Chief Transformation Officer for the Transformation Management Office, effective Nov. 8, 2025.

Spina currently serves as the Director of the Department of Development Services, where she leads a team of more than 150 employees overseeing building and land development, permit issuance, structural inspections and building code enforcement. She brings more than a decade of leadership experience within the county and a proven record of advancing innovation, operational excellence and cross-departmental collaboration.

As CTO, Spina will be responsible for guiding countywide transformation initiatives that promote a more agile, data-informed and collaborative government. She will lead efforts focused on change management, process improvement, performance measurement and resident-centered innovation to help deliver better outcomes for the community.

Her appointment reflects the county’s continued commitment to strengthening internal capacity, enhancing service delivery and investing in leaders who prioritize innovation, accountability and resident-focused public service.
